When you want to put a restriction on an element (such as an object, an occurrence, a place...), it is often the first type in the list of the element in question which is selected by default, and not all the types. You need to check that you have selected the type marked "-" for this to apply to all.
In METADATA ELEMENTS, look in the table if your metadata applies to Occurrences [*] (the * means all types of Occurrences).
