Custom role full actions in Providence 2.0.9?

In Providence 2.0.9, can a custom non-admin role achieve unrestricted editing (all Actions checked, read/edit on all metadata except "access" blocked, full edit on item-level ACL records) when perform_type_access_checking = 1?
If I set type-level=1 and give read/edit on all types in the Types tab, does it remove hidden restrictions for cataloging tasks (create/edit/relate/batch/etc.), or are some privileges hard-coded to Administrator only?

David You could make this new user part of the administrator role/group and give the permissions in the UI only to those.

theCA I was able to resolve it by assigning two roles to the group. The issue was that when creating a role with too many actions, not all metadata was loaded when saving it.
