OpenSSL Installed but localhost still saying I need to install

I am running Windows 11, but I am still getting the "Either the mcrypt or openssl module are required for CollectiveAccess to run. Please install one of them (or both)." message.
Anyone stuck here? I installed OpenSSL and per cmd line, I get the response "OpenSSL 3.3.2 3 Sep 2024 (Library: OpenSSL ..... " return message so it is installed.

OpenSSL here would be the PHP OpenSSL extension. Is that present in your PHP installation? Try running php -I to see a list of installed PHP extensions.

Thanks Seth, The php.ini just had to be modified by de-commenting the ";extension=openssl"
